And if there is no competition but an entry fee is charged then other
regulations come into force. 

Remember that many of these restrictions for designated lands are in place
to discourage sizable groups of people. Reference the "heart beat rule" in
place in some domains. Even a do's heart beat counts.

However, the AERC has plenty of awards as do many regional organizations 
that are based on miles of completed rides. People compete for these 
awards by racking up miles.

If you strip it back so the ride doesn't count for any AERC awards - 
then why have a sanctioned ride just go ride it.

I don't think so.  An event maybe - competition, no.  The essence of a 
competition is that there is a winner and at least one other 
competitor.  After all, in a competition, you compete and you can't 
compete if there is no one to compete against.  While it is true that 
one can compete against oneself, say to better a previous performance, 
such a "competition" is strictly mental and the various stewards of 
our national lands haven't got the technology to get into our 
minds...yet. Alternatively, you can compete against the trail.  But 
here the word is a metaphor since the trail isn't really competing at 
all.  It is just there.

A better analogy than comparing a miles-only ride to an Endurance ride 
or an LD ride would be to compare it to a group of hikers who track 
their mileage from point to point and how long it took them to 
traverse those distances.
