Some pronounce it with the emphasis on the first syllable...KA tar (depending on if they are British, South African, etc.). I am told that in Arabic the Q is actually more of a guttural phoneme (sound) and is something in between "cutter" and "gutter." Everyone knows what you mean here regardless of how you pronounce it, and I find myself saying it all of the above ways, depending on who I am with and what we are talking about.
