The UAE has improved every year. Now they have figured out how to run at 
almost the winning speed and finish a team. They have developed a 
program - a program that has raised the bar. Many other countries have a 
good program - the US is not one of them. Other countries either though 
individuals or state sponsorship have money to support a program. The US 
does not. The UAE has someone it charge that calls the shots - the US 
does not. People were worried about the impact of the tropics - the UAE 
team showed that wasn't a worry.

1998 is the last time the US won any sort of metal. The rest of the 
world is getting more competitive - the US has not. It has nothing to do 
with the riders the US sent - it has to do with the lack of a coherent 
program by the USEF devoted to winning the WEC. Today it takes many, 
many good horses and lots of money. The USEF doesn't have a program to 
support that - the results over the last 10 years bring that fact home.
