In response to:"This is rather confusing. If one does a ride while 
"dues are in arrears", one would have been charged the $15 
non-member fee (or whatever it's officially known as:) -- the 
rider would have been a member at the time of the event. Why would 
the organization not record the results for all members at events?"

The member who has not paid their dues by Feb 1 is riding as a day 
member and day members do not have the privileges of a regular member.
