this was conjecture on my part, you can probably find out what defines 'fast track case' by perusing FEI website.

The fact remains that they did test the winning horse, they did find a prohibited substance, they did strip the rider of his medal. Maybe it's not enough for you, but it is probably in keeping with FEI multidisciplinary rules/regs.
