As we've now established you can't RO without seeing the vet first so how could the examination be "post withdrawal"? The post withdrawal vet evaluation should also have been performed at this time. The 1-2 hour later event should not be cause to modify the pull code (IMO) as it is occurring after the horse has been eliminated from the competition (and after the post withdrawal vet evaluation).
