So I guess a rank beginner could call themselve a Grand Prix rider if they entered a Grand Prix class. While it is true that there are currently (the USDF is thinking about changing this) no pre-qualification requirements to enter a Grand Prix dressage test, I would think that if one wanted to call himself a Grand Prix rider that you would actually have to complete the test, not just enter the class. Completing the test requires that you perform all the required movements in all the specified places, and you will incur an "error of course" if you don't. If you incur three "errors of course" you will be eliminated. There are more than three places in the Grand Prix tests with movements required that the rank beginner is unlikely to be able to get his horse to perform: piaffe, passage, canter pirouette, and tempi changes are some obvious ones that come to mind. Considering this, the rank beginner is likely to be eliminated long before the test is over.
