I know my horse well enough to know that she usually pulses down within 5 minutes, I give her a drink and some grub and then vet. Once the vet gives a completion, it is a done deal. I don't remember that a rider has to wait one hour for his post-ride VC. If the horse is recovered his pulse to criteria, I think the rider can present any time he wants to. I rode a LD on a new horse last fall, and I presented as soon as I crossed the finish line. If this is incorrect information, I'm sure someone will correct me, and I hope they do if I'm wrong.
