Thanks to all that responded and cleared up my misconception. I agree with the concept of treatment when needed, but I also feel that there is a flaw in the system. This not only encourages getting proper treatment but also encourages hiding problems from the vet for the almighty points and glory. Perhaps this is a matter of integrity which can't be regulated.

A more important reason for the rule is that if there were a time limit in which a completion could be removed for veterinary reasons - some riders might delay treatment until after this time to get the completion.
This would be contrary to our interest in making sure that the sport is safe for our horses. Delaying treatment could cause a problem that is not treated as early as possible to develop into a major problem later.
