I think this is the way it works now:  After you present your horse for the post-ride vet check, and after the vet has given the horse a completion, that completion cannot be revoked, even if the horse needs treatment 5 minutes later.  Once the vet gives a completion, it is a done deal.  I don't remember that a rider has to wait one hour for his post-ride VC.  If the horse is recovered his pulse to criteria, I think the rider can present any time he wants to.  I rode a LD on a new horse last fall, and I presented as soon as I crossed the finish line.
If this is incorrect information, I'm sure someone will correct me, and I hope they do if I'm wrong.

It is my understanding that in order to complete a ride the horse may not be treated until one hour after completion. Is this one hour after crossing the finish line, one hour after vetting out or in the case of standing for BC one hour after the BC vetting? Just curious.
