Umm, apple cider vinegar is salad dressing and attracts bugs.  It is 
sweeter and less potent.  Use plain old white vinegar if you want to 
detract bugs.

As for the oils, every horse is different and can have reactions to 
them all.  Virtually all of your oils, except lemon grass, will cause 
my mare to break out in hives.  Give me good old Repel-X any day.
