Chip, there are several car rental vendors right at the airport. I would log onto Expedia, and search for the vehicle you want at SMF. I typically then call the car rental desk directly and book through them, especially if you think there is even a remote possibility of your plans changing. Getting a refund from Expeidia is not easy.
I like Enterprise and Alamo (which is also National) personally

Does anyone out there know of a good place to rent a vehicle to crew for
Tevis? I will be flying into Sacramento on Wednesday afternoon (July
16). My ideal vehicle would be my Subaru Forester... but unfortunately I
don't have time to drive it out there...some kind of small truck or wagon that
would be easy to manoever in and out of places (and wouldn't force anyone off
the road going up to Robinson). And--obviously--I'm not looking for any
kind of luxury vehicle.
