I still swear by my rather tacky sweet itch prevention method - braid an insecticidal ear tag (like they use on cows) in their mane. You can braid one in their tail too. It works wonders and keeps the critters away which makes the sweet itch go away. They last for about 3 months.
I learned about this when I had a horse that would rub all of the hair off of his neck and face and the base of his tail. It was an immediate change once I put the ear tag in his mane and tail.
Your horse will look like Minnie Pearl but I think it is worth it.
I won't buy a whole box (too many in there). Some farm stores will let you break the box and get a few.
