Don't hold your breath.

What about a Federal law that would make it illegal to transport a horse 
younger than four years old across state lines for purposes of competing 
in events that award prize money?

That would be a hard sell, though, the racing lobby is strong and so 
many States get substantial tax revenues from track racing.  That's why 
betting on horse races over the Internet was exempted from the Federal 
law restricting banking transactions to Internet gambling sites.
