Vets need to have clients to whom they owe a professional responsibility, and that client is the person paying the bill. If it has not been determined who is paying the bill, the vet doesn't know who his/her client is. If who the client is depends on the outcome of the exam, the vet has got a HUGE conflict of interest. When/if I do a pre-purchase exam, I want to know that the vet was working for ME no matter what the outcome of the exam. Especially since pre-purchase exams don't usually come in the "pass/fail" variety.
