I like the method that has the buyer pay if the horse is negative and good to go and the seller pay if there's a positive test. I purchased an Icelandic mare last year with the agreement that if she passed the vet, I paid for the exam and bought the pony. If she didn't, it was the seller's bill. I like this arrangement because it tends to weed out problem horses before you ever get to the pre-purchase exam.
