I had a neutered Tom spray down the covered wall of my laundry room while he was on top of the chest freezer. I tried numerous cleaning solutions with no luck. A year later, I simply redecorated my laundry room with new paint and wall covering. Now I have only one house cat and she's a spay. They don't seem to spray like the males, even though that one was a neuter and had been for a long time. It's an awful smell.
