Here't the criteria for USAA membership:

 
  • National Guard and Selected Reserve officers and enlisted personnel.
  • Recently retired or separated military personnel.
  • Children of USAA members.
  • Active-duty officers and enlisted personnel.
Some of their offerings, like banking, are open to the general public.  I would call and ask about towing 1.800.531.USAA.
 
I have a USAA towing on my commuter cars.  I inquired about their towing coverage on trucks and horse trailers.  They said they offered it.  I opted to go with US Rider instead because they coorindate stabling if you need it.

You can't consider USAA, unless you're military/ex military either 
officer or NCO
