The proposals will be put into the form of 'rule change proposals' which will then be circulated to all of the Federations for comment. Comments will be sent to FEI committees, where the final decisions will be made.

The only input a single individual has is as a member of a Federation (USEF for the USA) - and then it's just like any other organization - members voice opinions, committees form statements and recommendations, and the statements/recommendations are sent from each Federation to the FEI.
