Does he list the temperature, humidity, precipitation that this advice applies to? I say this because, as has been mentioned today, at cold rides in the Midwest in October, where there is cold rain etc. putting water on the rump at these conditions is considered a no-no. Even so, cramps (not necessarily a tie up) are a real problem. By the way at 35 F and raining, it only takes a little time and water on the front half to cool the hottest horse.
