Once the first dog turns tail (they all do, they are already afraid) the horse will realize this is fun. Then the possibility of the horse doing other than a spin towards the dog is reduced to near zero. In my experience, after one or two treatments the dog will either sit on the porch quietly, or hide when it hears a horse.
