My vote is to discipline your horse or child in an appropriate manner and never worry about "what the neighbors will say". I have disciplined both horses in children in an active manner. I have gotten both looks of approval, and censure from onlookers. Both horses and children can quickly learn that discipline ends in public view. It is behavior that must be discouraged.
