I agree with that, you should assume any horse could kick at any time.
One thing that has bothered me (with my limited experience at the
rides) is riders not paying adequate attention when they're in line
for the vet check -- crowding, lack of attention, horses pinning their
ears and threatening to kick out (sometimes actually kicking), and
their handlers not even aware of it...  heads up everyone.  Any horse
can kick in the "right situation."
