You CAN blame the AERC if the members of the Board of Directors present at the ride told everybody not to file a protest because it would serve no purpose so people who otherwise might have chose not to. And you CAN blame the AERC if the AERC has a long standing policy of discouraging people from protesting by making it difficult...and now that the AERC has found that the current rule for filing protests doesn't discourage enough people, they have implemented one that will discourage people further. And the AERC would never have officially heard anything about it if a new member who presumably has not yet figured out that the AERC would rather not hear about rule violations didn't see fit to complain about being assaulted by a disgruntled rider who DID know that the AERC doesn't like to do anything about rule violations and got so mad he decided to do something about it himself...admittedly the wrong thing (he should have filed a protest despite being discouraged not to). Yes you CAN blame the AERC. It has had a long-standing policy of discouraging protests. The old rule made reference to an "informal procedure" which was, in essence, "do everything you can not to bother us with this." The new rule takes out the long paragraphs about the informal procedure and just makes a brief reference to it and then tells people that if you bother the AERC with it, it's gonna cost them $50 to be right.* kat Orange County, Calif. * From the new proposed Rule 14 (P&G): "14.2.3.
