[RC] Rule changes, additions - Steve Shaw

Ride and Tie removed about three rules from their list in the last couple of years.
Don Betts and the Association is proud that we can keep all rules on one page.
I am thankful to Don for making this happen.

Make a new rule, have to take one off....
