I really do not think that would work. I for one will not take responsibility for the actions of another adult. It is pretty hard to MAKE an adult behave if they don't want to.

Time and time again they same riders push their horses to the limit. They ride them like they are machines.
Try and talk to them about it. They really do not believe they are doing something wrong.
I think ride managers should be allowed - by AERC rules to:
a) ?Generate a protest without putting up the $100 fee.
b) ?Refuse entry to riders who have repeatedly shown abusive or negligent treatment. ?It is their ride. ?They should not have to accept riders which they know are going to cause them problems.

Regarding your story - I would like to see a requirement that all entrants are to allow treatment of a horse if the vet (or 2 vets) believes that treatment is warranted. ?Have them sign a waiver, statement, etc. on the ride entry. ?I do not think that the rider - at an AERC sanctioned ride - should be able to overrule a vet and deny treatment for a horse. ?
Give the RMs and ride vets the authority to deal with people that can't or won't believe their horse is in trouble.
