The protest and incident that is being discussed, does not in any way read on the AERC's competence to deal with horse abuse. The rules state that the P&G committee looks into protests, and that the protest must be accompanied by a fee. Since nobody at the ride saw fit to file the protest, there is nothing, under the rules, that the AERC can do in this case. It is possible that a rule change to produce an automatic protest, or to allow a vet to file a protest about abuse with no upfront fee, would be a good idea, but such a rule was not in effect at the date of the ride. If there is blame/shame to be apportioned out for inaction it should go to all those at the ride who did not file a protest, or who did not call animal control etc. They are the ones who ignored abuse, not the AERC as an institution.
