Yes, it is on reservation land--which as you say, makes it a whole 'nuther deal to get anything done about it.

I believe it is on reservation land, it is a "traditional tribal race" or so it has been described.  If it is on res land, it's a whole different set of laws.  This could be how it's continued for so many years.
