Many do.

I have known plenty of people who have gotten hurt by horses that kick,
bite, or throw them to the ground who have decided that the risks of
getting hurt associated with riding are not worth the reward of the
riding itself.

I don't argue with these people or try to convince them to change their
minds because it is not an irrational decision.

In fact, I frequently do exactly the opposite, I go out of my way to
point out to people the risks associated with riding and ask them if
they are willing to accept the fact that they might get hurt...and
seriously hurt.  If they are not, I encourage them NOT to ride.
