I actually noticed this rider not having a collar when zipping through the photos, as he looked less "tidy" for a lack of a better word, or my not wanting to use the word that came to mind, and saw he had on a tank, and no collar. (he kind of stood out) I'm not debating the reasoning by FEI for the rule one way or another, but if it IS a rule to wear a shirt with a collar, what happens when a rider doesn't? What happens if they did not wear a helmet? Or the right stirrups for the footwear they had on?
