There are many in the US that feel that the US
should not support the production of food from
horses shipped from this country and they petition
their Government to make that the law of the land.
That's their right of course and I see no hypocrisy
if the belief is founded on their own ethical standards.

While I will not engage in the debate as to whether it is hypocritical,
I will categorically assert that this argument is unconstitutional.

The first amendment to the constitution says, "Congress shall make no
law regarding the establishment of a religion."

Endorsing a law against other people eating horse meat because it is
contrary to your own ethical standards and petitioning Congress to pass
such a law is asking Congress to establish a religion. "Thou shalt not
eat horse meat."

The whole reason for having this part of the first amendment to the
constitution is to keep the majority of people from successfully
petitioning congress to pass laws based on personal "ethics."  And
cramming those ethics down the throats of non-believers.
