The first amendment to the constitution says, "Congress shall make no law regarding the establishment of a religion." Endorsing a law against other people eating horse meat because it is contrary to your own ethical standards and petitioning Congress to pass such a law is asking Congress to establish a religion. "Thou shalt not eat horse meat." The whole reason for having this part of the first amendment to the constitution is to keep the majority of people from successfully petitioning congress to pass laws based on personal "ethics."
