The live intranasal virus does replicate, but is modified so
that, in theory, it cannot survive/replicate outside the lower temps of the nasal
mucosa. Thus, again in theory, it will not survive in the higher core
body temperatures to replaicate and cause clinical disease. I cannot say
from my own experience that this never happens, or whether it happens to a statistically
significant degree.
I have never had clinical disease occur in horses that I’ve
vaccinated myself with the intranasal strangles vaccine---several
hundred---which in itself is a statistically insignificant number.
