[RC] Old Dominion LD Results - k s swigart

Can anybody tell me where in the AERC rules it says that the BoD is
allowed to give "special consideration" to a ride except in the instance
that it requires special sanctioning...before the ride is held (not
after)?

I couldn't find anything, but I may not be looking in the right place.
