Lisa, the folks on the HWC that have investigative backgrounds in working animal abuse cases DO make such calls--but they certainly don't come running to ridecamp to report what they do.  They ARE working quietly behind the scenes in many cases like this one--and I suspect have already averted some such scenarios as this one through the very sort of approach that Laura described.  They DO "take the initiative" to "make the call first"--but I don't expect to hear about such calls (particularly on public forums such as Ridecamp), since public "announcements" about such activity would greatly blunt their ability to make such an approach work.

 

Sadly, some folks are oblivious to pretty much any attempt to educate--and no amount of "initiative" on the part of the HWC is going to change such offenders.

It says on the web site."One of the general purposes of the Committee for the Welfare of the Horse is to act as a sounding board for informal complaints by AERC members about horse abuse and to contact overzealous riders to warn and educate them of potential problems.

If someone from  the HWC could take the initiative to make that call first, (that could be the intervention) then the members wouldn't have to turn their neighbor in or go on the witch hunt to belittle and degrade the situation even further. Would the story (still not verified as true) have ended any different? We will never know.
