[RC] refusal of entry - terre

Does prior 'bad sportsmanship' constitute "just cause"? How do you document it, failing a formal protest from a rider,(which would need to wait for the adjudication) or disqualification on that grounds from a ride manager? I'm certainly not arguing against it! I just wonder at the legality. I wonder if someone from the P&G committee could give us their take?

There was a somewhat similar case in the NW several years ago. A stallion had apparently caused some issues at a number of rides. Nothing was done about it at the time. The next year, a number of ride managers tried to deny entry and the owners protested. The P&G committee ruled in favour of the owners--because the issues had not been brought to their (the owner's) attention at the time. (The owners, however, chose not to attend those rides--and at the rides they DID attend the stallion was fine; he'd learned some manners over the winter.)
