[RC] Rule 13 revised. - Sisu West RanchI just received my Endurance News, complete with the Appendices for rule 13. I also re-read the first two installments. Near as I can figure, the only substantive change is the defining of harmless trace amounts of common pharmaceuticals. I particularly like the section of the rule that carefully puts the burden of proof on the owner and rider to prove that they are not the person responsible. Since the list of prohibited substances is quite extensive, I bet that folk who thought "no" was complicated, will now complain that they are "confused" because the list is to long to find their particular favorite substance. The procedure to be followed when a positive test surfaces also seems to be well thought out. I think that our legal and vet committees should be praised for their efforts. If diligently enforced, this will achieve the intent of the rule.
