Current CoC is 12km/hr - or .62 mph - or  you have to finish 100  
miles in 13:20 time to be considered qualified for a Championship.

this is FEI's attempt at identifying 'qualified' riders for  
Championship events by how fast they can ride. It does not take into  
account terrain or climate variability. (by these standards the Tevis  
winner is not qualified...).

This requirement is probably the single factor that has driven FEI  
events towards the flatter faster courses - so people can finish in  
13:20 or less.
