I agree, that's the most appalling part about it.  It would be technically possible to take home a team medal without one single solitary rider finishing the course.  Hey, they might as well pull the awards out of a Crackerjack box, for all the meaing that has!

However, extrapolating "completion times" for non-finishers based on
their average speed on the course up to the time they were stopped so
that team medals can be mathematically figured out doesn't make any
sense.  Stopping a RACE before you have enough finishers to determine
the winners is absolutely non-sensical.
