That offer was *not* made. I'd discussed this with Melissa Ribley, the chair of the vet committee and the office and it seemed a reasonable thing to do when it's going the other way - meaning that when the rider was give an RO and it really should have been a RO-M or RO-L. There's been a number of cases especially in one region where the study on pulls showed that there was an inordinate number of RO pulls compared with other regions.
