Good point Louise.

In the case of going from a greater to lesser - it's clear that 
the ride manager and vet have to agree.  That offer was *not* made.

I'd discussed this with Melissa Ribley, the chair of the vet 
committee and the office and it seemed a reasonable thing to do 
when it's going the other way - meaning that when the rider was 
give an RO and it really should have been a RO-M or RO-L.

There's been a number of cases especially in one region where the 
study on pulls showed that there was an inordinate number of RO 
pulls compared with other regions.

I'll check again with Melissa and the office to see how to best 
handle the lesser to greater offer I posted.
