I have to agree....I personally would pull if a vet said "You can continue
but..."

The winner in what you described is the horse. The horse is either fit 
to continue or not fit to continue because he will either be allowed to 
go back our or he will be pulled. Of course nothing is ever "black and 
white" and there are often time that it would be better if a horse 
stopped although it is technically fit to continue. A RO - no matter if 
it is negotiated with the vet or not is perfectly valid IMO.
