While I personally do not like "bony assed Arabs" and thus prefer a larger butt, I don't think it is much of a factor in horse selection.

When exercise is increased strength increases and then size. There are particular exercise systems that favor increased size. If you want your horse to be able to easily climb hills, you have to have him climb hills, or pull weights to increase butt strength. It is simple as that. I suspect that the observation had more to do with the training of the horses than with butt size.
