A few years back NATRC was involved in a lawsuit and the plaintiff 
went after the steward, reportedly citing the medieval definition of 
the steward [of an estate] as being responsible for *everything*. 
The defense was successful, but NATRC changed the name of the job to 
Rules Interpreter,  to make the name more closely match the duties.
