The US has not yet shut down slaughter houses. The 2 states have
stopped slaughter for human consumption in IL and TX. However the Cavel
plant in IL has filed a lawsuit against the state. In TX there was a
concerted effort to attach an amendment to unrelated bills to get slaughter
re-instituted. Fortunately, no luck.
So, slaughter for zoo meat and other purposes still occurs and WORSE YET,
horses can be transported to Mexico (where slaughter is much worse than the
horrors experienced here in the US) or Canada. Until "transport for
slaughter" is outlawed (the current anti-slaughter bill), they will still be
buying horses to be slaughtered somewhere.
