Whenever there were major special events (dirtbike rallies, mountain bike races) in my old local park, it was customary to "put the word out" to all the usual park constituencies using those organizations' newsletters, "May 5 is the big race, stay away unless you want to spectate or help." This was done months in advance, and repeated each month. The week before the event, it was publicized in the local newspapers. It also helps if the park publishes an annual "calendar of events" flyer distributed free at conspicuous places like the park office and major parking lots. People object a lot less if it has been made easy for them to know in advance. Signs in parking lots "Next Weekend--700 Motorcycles!!!" could also hint that maybe one ought to ride someplace else that weekend. Depending upon the laws/regs/customs of the land management agency, the park manager may also have the authority to close the park to other uses for that one day.
