This is not to say that we can't learn from others, but learning means adopting something pioneered somewhere else on its merits, not just because it's done somewhere else. In the political arena, I don't know how often I've heard some proponent of some government program say "The U.S. is the only industrialized country in the world that doesn't [do such-and-such]."
