Ya know, when the government tries something new, they implement it
countrywide and then eveyone points fingers when they find all the holes
in the program.
When a smart company implements something new, they try it somewhere
small, figure out what works and what doesn't, then implements it system
wide with the corrections made.

Why not do a pilot program in 2007?  Ask a couple of rides from each
region of the country to volunteer as guinea pigs.  Good ones to test
would be those with finish line problems where they think implementing
it would be difficult.  If 99% of them go without a hitch, then we can
pass a rule for 2008.  If 1/2 the rides have major problems, then
perhaps we would need to rethink passing the rule change.
