I've said my say on this issue, but would add one more comment here.  I agree that most of our riders don't give a fig about international competition.  That said, vets in other parts of the world have realized that horses who cannot recover to the ride's heart rate criterion within 30 minutes are horses that tend to develop other problems.  The riders in other parts of the world think enough of their horses to implement such rules for their protection.  Yet we find a whole host of excuses for not taking such a simple step.
 
I do think that this discussion has raised some other excellent points--for instance, the proposal could be modified so that only the heart rate needs to be down to the ride criterion within 30 minutes, still allowing an hour for the remainder of the exam.  The concept of some sort of an exit check before the horse can leave the venue has also been brought up--an excellent suggestion (also one fraught with more work for vets and management, but likely well worth it in terms of horse welfare).
 
I just hope that we don't throw the baby out with the bathwater on this one, in a knee-jerk reaction to the fact that "international uses it."

This makes a lot of sense.  Very few US riders give a fig about
international competition.  Why should international competition dictate how
AERC runs rides for the rest of the riders.  If a handful of riders want to
compete internationally, can't they compete on that level within the rules
for the rest of the riders?  Can't they aspire to having their horses pulse
down within 30 minutes, or whatever is the rule that is being proposed,
without impacting the rest of the riders?  This has been hashed back and
forth for a couple of days or so, so much that I've rather lost track of
what IS being proposed.
When I was on the board many years ago, the general membership was adamantly
opposed to allowing the FEI rules overrule the AERC rules.  OK, so I'm out
of tune with the current thinking.......maybe?
Perhaps the idea is just to benefit the horses, but does this change in
rules really do that?
