No, no, you are misunderstanding me.  This is only true at a vet check.
It is at an internal vet check that horses are only required to meet the
pulse criteria within a certain time frame (30 minutes), after which
there is no AERC rule stating how much time the horse has to pass the
rest of the vet check.

It is only at the finish where the current AERC rules are more strict
with respect to how long the horse has to pass the vet check.  In the
current rules, the horses must pass the entire completion check within
one hour.  This requirement is MORE stringent (not less) than the
requirement for internal vet checks.  It is only for the time to meet
pulse criteria that the current rules are less stringent at the finish.
