When speaking about native/non-native to the American continent, the
generally accepted date of demarcation is 1492 (in the words of the
professor of the volunteer naturalist class, "the definition of 'native'
is 'pre-European'").

Consequently, this designation is neither arbitrary nor capricious, it
is simply racist. (I.e. anybody who is not white is part of the natural
ecosystem, and any impact they have on an environment doesn't count.)

p.s.  I suspect that the same distinction is used for the Far East (e.g.
"non-native" species in China are those that were introduced by white
men), but I don't know this for sure.
