And remember the first rule of starting a horse is to make it fun - for the rider as well as the horse!!! As for pavement, I wouldn't unless you plan on riding on a lot of it. I believe that just careful miles is what strengthens bones, ligaements and muscles and at 5 you do need to add anything slowly.
